Terms of Service
Effective 14 October 2026 · Version 1.0
Bloom Graphics and Software Development, trading as Bloom Vouchers
The short version
- Bloom Vouchers is a marketplace. The business named on your voucher provides the service; we run the platform and handle payments.
- A voucher works once, at the business named on it, before its expiry date. Whoever holds it can use it, so keep it safe.
- Vouchers are not refundable, except when the business can’t provide what it sold or a payment went wrong. Expired vouchers are not refunded.
- Businesses must verify the owner’s identity before selling or withdrawing, and must honour every valid voucher they sold.
- Setting up is free, with no monthly fee. We take a commission on each sale; the rest goes to the business’s balance and can be withdrawn to mobile money or a bank account.
- These terms are governed by Ghanaian law. Disputes go to good-faith talks first, then arbitration in Accra.

1.Introduction and acceptance
1.1Agreement
These Terms of Service ("Terms") are a legally binding agreement between you and Bloom Graphics and Software Development, a business registered in Ghana with its principal place of business in Accra, Ghana, trading as Bloom Vouchers ("Bloom Vouchers", "we", "us" or "our").
1.2Acceptance
By buying a Voucher, creating an account or otherwise using the Platform, you confirm that you have read, understood and agree to these Terms and to our Privacy Policy. If you do not agree, do not use the Platform.
1.3Electronic acceptance
Under the Electronic Transactions Act, 2008 (Act 772), accepting these Terms electronically has the same legal effect as signing them on paper.
1.4Acting for a business
If you use the Platform on behalf of a business, you confirm that you are authorised to bind that business to these Terms, and "you" includes that business.
2.Definitions
In these Terms:
- Platform: the Bloom Vouchers website, dashboard, business pages, checkout, voucher and order pages, redemption tools, and the messages and services connected to them.
- Business: a business that sells Vouchers on the Platform.
- Owner: the person who created a Business’s account and verified their identity. Only the Owner can manage payout accounts and withdraw money.
- Team Member: a person a Business invites to its account, as an administrator or as staff.
- Buyer: a person who pays for a Voucher, for themselves or as a gift.
- Recipient: the person a Buyer sends a Voucher to as a gift.
- Holder: whoever has a Voucher: the Buyer, or the Recipient of a gift.
- Offer: a service a Business lists for sale, with its price, what is included, how long Vouchers stay valid and any terms set by the Business.
- Voucher: a prepaid, single-use right to receive the service in an Offer from the Business named on it, identified by a unique code and QR code.
- Order: one purchase of one or more Vouchers for the same Offer.
- Payment Provider: the licensed company that processes our payments and payouts, currently Paystack, and the banks, card networks and mobile money operators it works with.
- Balance: the record of money from a Business’s sales, after our commission, that is pending or available to withdraw.
- Payout: a withdrawal of money from a Balance to a Business’s payout account.
3.What Bloom Vouchers does
3.1The service
The Platform lets Businesses in Ghana sell prepaid Vouchers for their services, lets Buyers pay for them with mobile money or a card, delivers Vouchers by SMS and email, and gives Businesses tools to check and redeem Vouchers and to withdraw their earnings.
3.2We are an intermediary
The Business, not us, sells and provides the service on a Voucher, and the contract for that service is between the Holder and the Business. We do not provide, supervise or guarantee the services. We collect payment on the Business’s behalf and are not otherwise the agent of either side.
3.3Not a bank or wallet
We are not a bank, wallet provider or issuer of electronic money. Payments are collected through our merchant account with a licensed Payment Provider and settled to Businesses. A Balance is a record of what we owe a Business, not a deposit, and it earns no interest.
3.4Availability
We aim to keep the Platform available at all times, but it may be interrupted for maintenance, by faults, or by events outside our control, such as network or Payment Provider outages.
4.Eligibility and accounts
4.1Age
You must be at least 18 years old to buy a Voucher or to open an account.
4.2Buying without an account
Buyers do not need an account. You give us your name, phone number and email address at checkout, and you are responsible for them being correct.
4.3Business accounts
To sell, a Business must create an account, confirm a mobile number with an SMS code, and give accurate details about itself, which it must keep up to date.
4.4Keeping your account secure
Keep your sign-in details and the SMS codes we send you private. Anything done through your account, including by your Team Members, is treated as done by you. Tell us straight away if you think your account has been misused.
4.5Team Members
A Business decides who joins its account and in what role, and is responsible for what its Team Members do, including redeeming Vouchers. Remove anyone who should no longer have access.
5.Buying Vouchers
5.1Price
The price shown at checkout is the total you pay for each Voucher, in Ghana cedis (GH₵).
5.2What you are buying
Before you pay, the Offer shows what the Voucher includes, how long it stays valid and any terms set by the Business. By paying, you accept them.
5.3Placing an Order
You can buy up to 10 Vouchers in one Order. When only a limited number are for sale, starting checkout holds them for you for 30 minutes. If you don’t finish paying, they are released.
5.4Paying
You pay on the Payment Provider’s secure page with mobile money or a card, under the Payment Provider’s terms. We never see or store your full card number, CVV or mobile money PIN.
5.5When your Vouchers are issued
Vouchers are issued once the Payment Provider confirms that we have received the full amount. If your payment reaches us late, after the Order expired or the Offer sold out, we still honour it and issue your Vouchers. If a payment is less than the Order total or in another currency, we hold the Order for a person to review instead of issuing Vouchers.
5.6Delivery
We text each Voucher to its Holder, and email the Buyer either the Vouchers or, for a gift, a receipt. You can also open your Vouchers from the order page at any time. Messages can be delayed by mobile networks or email providers; if yours hasn’t arrived, use the order page or contact us.
5.7Gifts
When you buy a gift, you confirm that you may give us the Recipient’s name and phone number so we can deliver it. Check the number carefully: a Voucher sent to the wrong number can be used by whoever receives it, and we can’t always recover it.
5.8Refusing or cancelling Orders
We may refuse or cancel an Order, or cancel Vouchers, where we reasonably suspect fraud, a pricing error or a breach of these Terms. If we cancel a paid Order for a reason that is not your fault, we refund what you paid.
6.Using Vouchers
6.1How to use a Voucher
Show the Voucher at the Business. Staff scan its QR code or type in its code, and it is marked as used straight away.
6.2Single use
Each Voucher works once, for the service described on it. A used, expired or cancelled Voucher cannot be used again.
6.3Validity
Each Voucher is valid until the date shown on it. The Business sets this when it creates the Offer, between one month and one year from purchase. We can’t extend a Voucher; any extension is up to the Business.
6.4Bookings and conduct
Follow the Business’s booking requirements and reasonable rules. The Business decides how and when it provides the service, within the terms shown on the Voucher.
6.5Keep it safe
A Voucher works like cash for the service it covers: whoever presents a valid Voucher can use it. Don’t share its code or QR code with anyone you don’t want to use it. We are not responsible for Vouchers used by people you shared them with.
6.6No cash value
Vouchers have no cash value, cannot be exchanged for cash, and may not be resold or advertised for sale without our written permission.
6.7Redeemed by mistake
If staff mark a Voucher as used by mistake, the person who redeemed it, or an administrator, can undo it within 15 minutes. After that, contact the Business or us.
7.Refunds, cancellations and disputes
7.1The general rule
Vouchers are not refundable once issued, and expired Vouchers are not refunded, except as set out in this section or where the law requires.
7.2If the Business can’t provide the service
If a Business closes, stops offering the service, or refuses to honour a valid, unexpired Voucher, contact us with your order number. We will work with the Business to provide the service or refund you. Where a refund is due, we may recover it from the Business.
7.3Payment problems
If you were charged twice, or charged for an Order whose Vouchers were never issued, contact us and we will check with the Payment Provider. Confirmed duplicate or unfulfilled charges are refunded.
7.4How refunds are paid
Refunds go back to the original payment method through the Payment Provider. How long they take depends on the Payment Provider and your bank or mobile network.
7.5The quality of a service
Concerns about the quality of a service are between you and the Business. We will help where we can, but the Business is responsible for the service it provides.
7.6Disputing a payment
Please contact us before disputing a payment with your bank or mobile network, so we can help. Vouchers from a disputed payment may be cancelled while it is investigated.
8.Selling on Bloom Vouchers
If you sell Vouchers, you also agree to the following.
8.1Identity verification
The Owner must verify their identity through our verification partner before the Business can publish Offers or withdraw money. We may ask for more information at any time, and may pause sales or Payouts until we get it.
8.2Accurate Offers
Your Offers, prices, photos and terms must be accurate, lawful and not misleading, and you must have the right to use everything you upload.
8.3Honouring Vouchers
You must provide the service on every valid, unexpired Voucher sold for your Business, on the terms shown when it was bought, even if you later change, pause or archive the Offer.
8.4Laws, licences and tax
You are responsible for the permits and licences your services need, for complying with consumer protection and other laws, and for your own taxes, including any VAT or levies on your sales.
8.5Customer details
You receive Buyers’ and Recipients’ details only to honour their Vouchers and serve them. You must keep those details secure, comply with the Data Protection Act, 2012 (Act 843), and not use them for marketing without the person’s consent.
8.6Refunds you owe
Where a Holder is owed a refund because you can’t or won’t provide the service, you are responsible for it, and we may deduct it from your Balance or future Payouts.
8.7Your content
You keep ownership of your logo, photos and descriptions. You give us a non-exclusive, royalty-free licence to use them to show and promote your Offers and the Platform.
9.Fees, Balances and Payouts
9.1Commission
Setting up an account and listing Offers is free, and there is no monthly fee. We charge a commission on each Voucher sold, as a percentage of its price. We tell you the rate before you start selling, or agree it with you in writing, and we will tell you before any change applies to your sales.
9.2Processing costs
Unless we tell you otherwise, our commission covers the Payment Provider’s processing fees.
9.3Your Balance
When a sale is confirmed, its price less our commission is added to your Balance. Amounts may stay pending while a payment is checked or disputed.
9.4Payout accounts
Payouts go to a mobile money or bank account in the name of the Business or its Owner. Before an account is saved, we check the account holder’s name with the Payment Provider and send an SMS code to the Owner.
9.5Withdrawals
Only the Owner can withdraw, and each withdrawal needs an SMS code. Currently, the minimum withdrawal is GH₵10, with up to 2 withdrawals an hour and up to GH₵50,000 a day. We may change these limits to protect Businesses and the Platform.
9.6Transfer times
Withdrawals are sent through the Payment Provider. Most arrive quickly, but some take longer because of bank or network processing. A withdrawal stays pending until the Payment Provider confirms it; if it fails or is reversed, the amount goes back to your Balance.
9.7Holds and deductions
We may hold Payouts, or deduct from your Balance or future Payouts, to cover refunds, chargebacks, payment reversals or amounts paid to you in error, or where we reasonably suspect fraud or a breach of these Terms. If your Balance can’t cover what you owe, you must repay it when we ask.
10.Redemption tools
10.1As provided
The QR scanner and code entry are provided "as is". Scanning needs a working camera and an internet connection.
10.2Checking Vouchers is your responsibility
We are not liable for losses caused by poor connectivity, device failure or mistakes by your staff, such as providing a service without redeeming the Voucher.
11.What you must not do
You must not:
- use the Platform for anything illegal, fraudulent or misleading;
- sell anything other than genuine services your Business provides, or offer gambling, lotteries, investments, or goods or services that are illegal in Ghana;
- copy, forge, alter, resell or tamper with Vouchers, codes or QR codes;
- pay with payment details you are not authorised to use, or use the Platform to launder money;
- hold stock you don’t intend to buy, or otherwise interfere with other people’s purchases;
- access accounts, data or parts of the Platform you are not authorised to, or try to bypass security checks or limits;
- reverse engineer, scrape or overload the Platform, or use bots to buy Vouchers;
- harass, impersonate or mislead Businesses, their staff or customers.
12.Intellectual property
12.1Our rights
The Platform, including its software, design, logos and the Bloom Vouchers name, belongs to Bloom Graphics and Software Development. You may use it only as these Terms allow.
12.2Feedback
If you send us ideas or feedback, we may use them without any obligation to you.
13.Data protection
Our Privacy Policy forms part of these Terms. It explains how we collect, use and protect personal data under the Data Protection Act, 2012 (Act 843).
14.Suspension and termination
14.1By us
We may suspend or close an account, pause Offers, cancel Vouchers or hold Payouts, with or without notice, if you breach these Terms, if we reasonably suspect fraud or money laundering, or if the law or a Payment Provider requires it.
14.2By you
A Business can stop selling at any time by pausing or archiving its Offers, and can ask us to close its account.
14.3Vouchers already sold
Closing an account does not cancel Vouchers already sold. The Business must still honour them until they expire, or arrange refunds with us.
14.4Remaining Balance
When a Business account closes, we pay any remaining Balance to its verified payout account, after deducting amounts owed and keeping enough to cover refunds and chargebacks on Vouchers that are still valid.
14.5What continues
The sections on fees and deductions, intellectual property, liability, indemnity, disputes and governing law continue to apply after these Terms end.
15.Changes to the Platform
We may change, add or remove features of the Platform. Where a change materially affects how Businesses sell or get paid, we will tell them in advance by email or in the dashboard.
16.Limitation of liability
To the extent Ghanaian law allows:
16.1Services provided by Businesses
We are not liable for the services Businesses provide, or for what they do or fail to do.
16.2Indirect losses
We are not liable for indirect or consequential losses, or for loss of profit, revenue, goodwill or data.
16.3Our maximum liability
Our total liability to a Buyer for an Order is limited to the amount paid for that Order. Our total liability to a Business is limited to the commission it paid us in the three (3) months before the claim.
16.4What we don’t limit
Nothing in these Terms limits our liability for fraud, for death or personal injury caused by our negligence, or for anything else the law does not allow us to limit, or takes away your rights as a consumer under Ghanaian law.
17.Indemnity
You agree to compensate Bloom Graphics and Software Development, its directors, staff and agents for losses, claims and reasonable legal costs arising from your breach of these Terms or your misuse of the Platform, and, for Businesses, from your Offers, your services and your dealings with customers.
18.Events outside our control
We are not responsible for delays or failures caused by events outside our reasonable control, including power or network outages, failures of Payment Providers or SMS and email providers, natural disasters, strikes, government action and pandemics.
19.Disputes
19.1Talk to us first
If you have a complaint, contact us. We will both try to resolve it in good faith within fourteen (14) days.
19.2Arbitration
If it isn’t resolved, it will be referred to arbitration in Accra, Ghana, under the Alternative Dispute Resolution Act, 2010 (Act 798), in English. This does not stop either side seeking urgent relief from a court.
20.Governing law
These Terms are governed by the laws of the Republic of Ghana.
21.General
21.1Severability
If any part of these Terms is found unenforceable, the rest still applies.
21.2Entire agreement
These Terms, our Privacy Policy and the terms shown on an Offer are the whole agreement between you and us about the Platform.
21.3Transfer
We may transfer our rights and obligations under these Terms to a business that takes over the Platform. You may not transfer yours without our written consent.
21.4No waiver
If we don’t enforce a right straight away, we can still enforce it later.
22.Changes to these Terms
We may update these Terms. The new version is posted on this page with a new effective date, and we will tell Businesses about material changes in advance by email or in the dashboard. An Order is governed by the Terms in force when it was placed.
